Start by getting Renown level 7 with Dragonscale expedition. Then research the Cartographer’s Flag at the Expedition Supply kit in the basecamp. There are 20 high peaks on Dragon Isles, 5 for each zone, but you’ll only need 10 for achievement. Some of the peaks might be difficult to land on, try switching mounts if having problems with sticking the landing.
