Standard, non-Mythic+ version starts at 437 item level with 2570 intellect and 2117 bonus to stamina. Secondary stats are 454 Haste and 382 Versatility. If it was used on emeines whos Health is below 35% its cooldown will be reduced by 1 minute. Pretty helpful during execute phase in terms of extra damage.
