The mechanics of Iron Banner are different and change every season. The previous one was a Rift mode, which is a remake of Capture the flag activity in the original Destiny game. Roar of the Bear can be used in raids and dungeons for killing powerful enemies, like, for example, mini-bosses. Since it’s a rocket launcher, Roar of the Bear is not really useful for PvP encounters, but you can have some fun with it in Crucible.
The Wizened Rebuke was made to be a nice PvP weapon and it used to be one, but with the perks update it became not so useful. Some of the rolls make it completely unworthy, like the Backup Plan which now reduces the damage output. In PvE The Wizened Rebuke is not the best possible option as well and is not recommended at all.
The Hero’s Burden becomes available after reaching rank 16 reputation with Lord Saladin. To get different perks, players need to farm engrams, decrypt them and get this weapon again. Having right perks is extremely important to make it decent in PvE carries and Crucible matches, since some of them are pretty useless. Forging Iron quest is helpful during the Iron Banner event to help high-ranked Destiny 2 players receive better rewards and have progress in the event.
